Recommendations

To the government of Kuwait: 

• Emir Meshal should reinstate the National Assembly and restore legislative authority to elected representatives. 

• Kuwaiti authorities should release all individuals unjustly detained for the peaceful exercise of their political and civil rights, and uphold freedoms of expression, association, and peaceful assembly. 

• Following its reinstatement, the National Assembly should amend relevant citizenship laws and review all citizenship revocation decisions to ensure due process, transparency, and compliance with Kuwait’s international legal obligations. 

To the government of the United States:  

• The Trump administration should suspend arms transfers until Kuwait holds elections and reinstates the National Assembly as required by articles of the Kuwaiti constitution that were unilaterally suspended by Emir Meshal without approval by the legislative body. 

• Congress should publicly express solidarity with their Kuwaiti parliamentary colleagues who have been stripped of their powers and targeted in the crackdown. 

• Congress should publicly and privately press the Kuwaiti authorities to end its crackdown on free expression and to reverse their mass citizenship revocation policy. 

• Congress should pass the bipartisan Transnational Repression Policy Act to protect Americans from the reach of Kuwaiti abusers, or any foreign government attempting to target Americans.
